I checked the "Display Number" in the Editor Options but
when I add annotation it doesn't show the number - I must
click on the number entry in the right-side toolbar.

Use styles to make it visible permanently.
"display toolbar" in options is for global overriding of the visibility.

I'm sorry JK,  it doesn't work.

The test.  In "Display settings"  I unchecked the:
  Display annotation
  Display callout line
  Display shadows

and checked on only the Display number.
Now, in "Style & Placement" I checked on the Styles remember elements...

In the editor, when I click on Add Annotation I get only the green shape with no number.

No, to get numbers displayed by default, you should do the following steps:

1. Create a shape and make the number visible by checking the "Number" checkbox.
2. Use styles control create a new style, i.e save it as "with numbers"
3. Go to the options, the tab "Style & placement", select this style for one of the tool buttons.
4. check the box "Styles remember element's visibility..." and apply settings
5. Create a new shape by the tool you've applied your style previously for.

I don't understand step #2.   Where is the "styles control"  and how do I create new style?

In the tab "Style & placenent" I read that I can setup styles that will be applied ...  but, All I can do is setting:

No style specified
Green Frame
Red Frame
Yellow Rectangle

Nothing about numbers.

I have only a little request: Change the "No Style" to read  "Set Style"  I guess it will be more directly\unmistakably
